Pavement Parking

Sent to Halton Borough Council less than a minute later. FixMyStreet ref: 4253049.
Walking to work, Many times cars are parked fully blocking the pavement, houses have ample drives and no yellow road marking restrictions, yet households continue to park fully accross the pavement.
I have seen parents with children, the elderly and even a blind person with guide dog using this part of the pavement areas.
This incident cars parked on Thurs morning 16/02/23 I left windscreen notes politely requesting own drives or yhe road to be used. Cars still parked on pavement as of Tues eve 21/02/23.

I emailed Halton BC as well as reported here, they e-mailed me back stating it is a Police issue and gave me link to Cheshire Police.
The thing is reporting to Cheshire police on the link, the options provided omit pavement parking. (Only blocked driveways)... Or 999 if an immediate public safety issue.
So, it seems either side Halton BC and Cheshire police are avoiding this issue. The self centered car owners are still parking on the pavement blocking free pedestrian movement with no concern to pedestrians.
