Manhole cover in road making noise when cars pass over it

This manhole cover has started rocking/making noise as cars go over it and it is getting worse, causing a loval noise disturbance to residents. The manhole has been repaired at least twice in as many years but is again making noise. It appears the ground/tarmac surrounding it has deteriorated again , causing the issue. Please can this be fixed promptly.
