Parking obstructing pavement and movement if vehicles on narrow street

Hi there are constant issues with parking in my street by pupils from the adjacent bishop of Llandaff school, selfish parking is a recurrent and common issue causing problems when residents try to exit driveways, creating obstructions when other vehicles try to pass down the street, and blocking the narrow pavements creating a safety issue for resident especially elderly residents and those with young children or buggies etc who are forced to use the carriageway. Grateful if someone from highways could make a site visit during school hours. Happy to provide more photographs. I have raised the issue with the school several times but they take zero effective action, which is disappointing when the school probably has an active travel plan which is being ignored by sixth formers who can currently drive to school and park inconsiderately in Rookwood Close facilitated by any on street parking restrictions or residents parking scheme.
