Selfish drivers are blocking pedestrian access to shops

Motorists wanting to avoid paying for parking have taken it upon themselves to park on the path, which is the pedestrian route from the car park to the shops. Often there are three cars here, which blocks pedestrian access, particularly a problem for disabled people and those with buggies etc. I witnessed a distressed disabled lady struggling to negotiate her way around, which is unacceptable. Bollards are required to maintain unimpeded pedestrian access.
