Blocked drainage gully

Now that the water has finally seeped away it is claer to see the problem with this bolcked gully. Despite previous attempts at cleaning it is currfently fully blocked. Can this be roperly investigated, cleared and if necessary a plan put in place to rebuild this outlet down to the stream below, ideally with a straigther and larger pipe. This problem has gone on for several years now and has never been properly addressed.
