Crossing lights activating for no reason

Sent to Fareham Borough Council and Hampshire County Council less than a minute later. FixMyStreet ref: 4171163.

The crossing lights keep activating for no reason even though there's no pedestrians, or cyclists, in sight, creating tailbacks and pollution.
