Tree in tree pit outside No.19 Woodmere Way has excessive basal growth which needs removal/pruning/ cutting back and the supporting rubber tie attached to supporting stake has cut into/ tree grown around because it is too tight and tree not been suitably maintained

Tree in tree pit outside No.19 Woodmere Way has excessive basal and lower trunk growth which needs pruning/cutting back/removal and tree has now grown around supporting tie to stake and has not been addressed due to lack of maintenance.
