Parks on pavement even though been told not too

This person doesn’t live on the street but will come weekly and park on the entire pavement. I was nearly hit by a car because I stepped onto the pavement to walk round this car and she purposely looked away. I was pushing a pushchair at the time. I have spoken to her, as has my mother and the occupant of the house she parks in front of and she still parks there. She got angry at me because I asked her if should could park better. Really infuriating, as well as selfish! We have older people and young children in the street and I’m concerned someone will be hurt.
