Roadworks without signage or suitable

The pavement on one side of the road was dug up and one lane has been closed at the lights as a result. No signage has been put up and when passing during the day, there has been no sign of any work taking place. The lane closure is causing massive traffic issues given three bus routes use that road and there has been nothing put in place to compensate this. I've already seen buses stuck and unable to move for over five minutes as not even the lights have been altered to allow more vehicles to travel through them to help ease the traffic.
