Important drainage ditch urgently needs clearing

The ditch photographed is on the A24 northbound by Findon. After the construction of findon Bypass water collects here rather than flowing down the valley. This ditch, as can be seen, fills with water and prevents local properties from flooding. It has been invaluable recently, and filled and emptied time and again. The ditch is now full of mud and overgrown and thus overflows and doesn't drain quickly. It urgently needs digging out and clearing so it continues to prevent flooding. West Sussex Council has said in an email today it is not their responsibility. I would like to notify the right body and request they factor this into their plans.
