Bollard in center of path

I can see no good reason why this bollard has been put here. I nearly hit it since it's black and easy to "lose" it against the black of the tarmac.

  • I have also nearly been ran over here by a mini quad bike and moped users using it illegally, need the bollard but make it reflective!
