Lane closed with cones for no reason which is causing major traffic jams

For some unknow reason cones have been placed in the inside lane before the turn of at the south Devon College junction, there is no works going on in the lane and due to its position and the fact the Brixham road is closed this is causing traffic build up to get into the college also it will also cause an accident as traffic don't see the cones till to late. The only reason the cones are there is to tell drivers the Brixham road is closed.
