Parking on yellow line all day

These two cars and another which I could not add to the photos as evidence as not enough space, keep parking on the yellow lines directly outside of my property everyday. This causes me nearly to have an accident every day when returning from work as I cannot do a three point turn (from kerb) but have to result to doing a three point turn in the middle of the road. I want to know why the Council has not penalised these vehicles. This has been ongoing and is a health and safety issue. I am now putting the Council on formal notice that if I am involved in an accident because of this continual issue I will hold the Council accountable. A yellow line is in place for a reason, start implementing issuing penalty notices.
