Blocking a large section of the road with cones and barriers to prevent other people parking. .

For the last 6 months the house that is being renovated (number 5, Hamilton Avenue) has been blocking 3 parking spaces on the road. Barriers and cones are placed out every evening and over the entire weekend. Understandably they may need room in front of the drive to the house for building works (which no one would park in front of anyway) they do not need to block 3 other spaces all evening and all weekend. There is not enough parking for residents as there is, they do not own the road and do not have the right to prevent other people from parking. Please can this be addressed.
