Brick pillar leaning dangerously

The brick pillar is leaning dangerously, having been disturbed by roots of a tree. It stands on the border between our house (8 The Drive, E17 3BW) and a council owned property next door. We have been unable to ascertain who is responsible for repairing the pillar. Have contacted our local councillor, who has forwarded the information request but has not had no response from the relevant council department yet.
