Rail Trail path in poor condition

Surface badly worn, rippled.
I just wish to add that the problem isn't just at this exact location, much of the whole path in the area is badly affected by a poorly laid surface that is breaking away. The council marked sections of the path to repair a couple of years ago, but left it so long before they commenced the repair work, practically all the markings had weathered away after the winter snow so nothing really was achieved by their effort. Now, several years later the path is worse than ever.

Gradually getting worse. A cycle route with such a broken surface is dangerous and could easily lead to loss of control and subsequently a collision with other path users.

Nothing's happened yet. I suspect the problem is one of ownership. The path is owned by Scarborough Borough Council but they no longer have a department that deals with road maintenance issues, so do not have a budget to deal with this. NYCC won't deal because it isn't their responsibility.
I note there is no comment added by either authority, even though the local MP has recently been promoting the use of FixMyStreet to get issues resolved.
I get the feeling it never will get fixed until it becomes impassable, though I'll happily be proved wrong!
Just to add that the whole path from Scalby to Manor Road Bridge needs looking at, not just where the marker is on the map here.

The whole path from Scalby viaduct to Manor Road Bridge has disintegrated. The top tarmac surface has eroded away in many places leaving a bumpy pot-holed substrate. Broken glass gets into the holes and stays there as cleaning methods fail to gather it up. Consequently the whole section is dangerous and no longer fit for purpose.Given how long this issue has persisted it seems Scarborough Council couldn't care less about the state of this popular tourist route and the impression it must give to visitors to the town.

Problem not fixed. The path continues to deteriorate and surface is now dreadful all the way from Scalby viaduct to the Manor Road bridge.
From a cyclist's point of view it is like a slalom course to avoid the ruts and potholes and on a busy route like this (it is the National cycle Network Route 1) it is a disgrace. Accidents are inevitable.
