Not sure what category to pick as comes under many!

When I came home this evening I saw a load a rubbish at 59 Weir Hall Road that has been put next to there bins. Bins came Friday so shouldn't still be out and are blocking path so you can't get by anyway. All this rubbish that has appeared this evening is in white sacks next too bins is also all over pavement blocking it and piling up on the grass that is outside those houses. Don't understand why this stuff is outside as this house has a skip on there drive??
