Painted sign on bridge

This "30mph" sign is painted on a bridge (painted in both directions for both carriageways) this is actually a 60mph road. Is this an official Highways sign or a adhoc traffic calming measure that has been painted on? Is it legally enforceable?

    Still not rectified. These are hand painted signs, not highways/LCC authority installed. These photos are from Google Earth showing they have been there for some time
