Painted sign on bridge

Sent to Leicestershire County Council less than a minute later. FixMyStreet ref: 4007524.

This "30mph" sign is painted on a bridge (painted in both directions for both carriageways) this is actually a 60mph road. Is this an official Highways sign or a adhoc traffic calming measure that has been painted on? Is it legally enforceable?
