Overflowing skip and cigarette butts close to Station Buildings

The overflowing skip and cigarette butts have been in this location for a number of weeks. Cigarette butts are made from cellulose acetate, a form of plastic that takes upwards of 10 years to decompose. This means that while dropping the end of a cigarette on the ground here and there might not seem like much of an issue, they are actually doing untold damage to the environment. Cigarettes and cigarette butts also contribute heavily to pollution because they release certain chemicals and toxins while degrading. This may be deemed to be on the private property of a club, but issues have been raised with Bromley Council Licensing Department in relation to this area since 2020. If a business is making a profit in Beckenham, the request is for the licensing agreement to include a caveat that the owners are responsible for cleaning the area around that building. It is not clear how these issues can be resolved. The residents should not have to live with this toxic debris. Please can someone in Bromley Council work towards resolving the issues and arrange for the skip and cigarette butts to be removed. Thank you.
