Property that does not have a driveway is using the front of their property and churning up the grass

Sovereign owned property (59 Western Way, RG22 6DF) which does not have a driveway have parked their car on their front garden since they moved in. As a result the grass along the front os completely churned up and ruined. This also does not reset itself in summer. Absolute eyesore and it’s dragging mud all over our driveway/drop kerb (which they have not been given permission to use) Reported to Basingstoke council who said it was a highways agency issue
