Pool of water permanently on pavement outside No 43

Even during the hot spell the pavement verge was very boggy with water. Where other nearby pavement is now dry these last few days, the grass outside 43 remains boggy at the point it meets the pavement and a pool of water the width of the pavement is always present, which seeps slowly away to the road's gutter. The risk is a) pedestrian's walking into the road to avoid puddle and b) icing during winter low weather. Maybe there is a seeping water main under the pavement.

36 west broardway henleaze BS9 4TB, hello I had new fence panels put up, unfortunately the old fence panels post was in the sewer tunnel drain and left a hole? The fence panel worker has covered it, but I am concerned about sewerage seeping out
