Whole lane flooded on a blind corner that always floods!

For years, this blind corner on Crockford Lane next to the stream floods whenever it rains. It's worse now they have built a huge concrete slabbed industrial unit across the road as all the surface water from the rain has nowhere to go. Now being that this section of road floods (and is deep) and has done so for years - why has the drainage not been fixed?
The service cover for the drains here was spewing brown water out of it in last week's heavy rain. When this was flagged to the council they just put a set of plastic barriers around the cover - in the middle of a live lane directly next to a junction!? The blue arrow signage directs drivers to move into the opening of the junction to move around the barriers which has lorries coming out of it constantly. Less than ideal and I would say it's unsafe. Some drivers even ignore the blue direction arrow sign and move into the other lane, on a blind corner!
Worse is the traffic coming around the blind corner who don't see the flood water, which is deep, until the last minute. They then swerve into the other lane to avoid the water which puts them in front of oncoming traffic. I've seen a few near misses especially as most drivers speed on this industrial estate!
The flood water makes the whole lane unusable and it would be best to just address the drainage issues here. A large body of sitting water is not good for the road surface, and not good for drivers.

Putting a set of plastic barriers and metal signs in the middle of a lane is also not a great idea, especially when directly next to a junction. Also, the "Flood" warning signage can't be seen as one is buried in a bush and the other is blown over as there are no sandbags to weigh it down.

Worst flooding I've ever seen today. Both sides of the road and the lay-by is flooded with deep brown water. It's still gushing out of the service cover in the road. It's deep enough that drivers are forced onto the wrong side of road. This issue won't fix itself and the UK is going to become an even wetter country.

"Road ahead closed" signs and barriers have been put out but the signs are placed too late and drivers are ignoring. Also the barriers across one lane have collapsed so vehicles are pushing through. Signs and barriers are on a blind bend so drivers cannot 3 point turn in the middle of the road. This means vehicles are converging together inside the entrance of the junction for the industrial storage unit to get around the barriers and flood.
Large haulage lorries use this road as well as alot of large vans and they are coming face to face with smaller vehicles on the blind bend. Made worse as most speed on this section of road.
Best solution, drain and fix the flood.
2nd best solution, put earlier signage to drivers can change course and add more barriers.

State changed to: "not the council's responsibility". This is a site to report issues as there a very few mechanisms to do so, thankfully despite the Council not taking any responsibility, the flood looks to have been fixed.
With thanks to the Water company, who I have to assume sorted the drainage issue plaguing this section of road for years.

Barriers back in the middle in the lane forcing drivers into the mouth of the blind junction. You cannot just leave barriers in the middle of a live lane. No early warning signage and flood area still not fixed. Can this be addressed urgently.

Interesting this was closed today as the road is flooded currently and the service cover has been spewing water out of it all day!

Interesting this was closed yesterday as the road is flooded currently and the service cover has been spewing water out of it for two days and continues.
Might not be the council's issue, although the highway is flooded......if its the water company's problem, please ask them to actually fix the drainage issue on this section.

One red plastic fence barrier has been placed sideways in the road over the metal service cover. No lights, no warning signs, no sandbags to hold barrier, this is dangerous. Worse still, the metal drainage cover is a 2 part cover, this is split in half and open at an angle. If a vehicle hit this metalwork they would have an accident. Who ever attend this site today has made a bigger hazard than just the flood water presented.
