Overflowing public bin

A week ago the public bin next to Ayur Court was full. Rubbish was dropping onto the pavement. When I took a photo in order to report the issue, I saw a waste collection team emptying the bin on Colchester Avenue ( metres away from this bin). Sadly I believed that this bin would be emptied, and didn't need reporting. A week on and this bin has not only been ignored but is now overflowing with bags of dog excrement.
