Cars parking on pavement blocking pedestrian access

Cars keep continuously parking on the pavement throughout the day and night blocking pedestrian access. Elderly people live in the area and cannot walk there or cross the road as the cars are blocking the drop curb, pushchairs and wheelchairs cannot get through as no space is left, and an elderly blind man lives on the road and cannot pass this way because of the cars, meaning he has to walk further down on to Downing Drive the main road, which he find difficult. Bollards are in place but are not sufficient as the cars keep parking there, yet do not use their own drive ways. It’s become a real hazard for all and dangerous because the pavement is blocked meaning pedestrians walk on the road against on coming cars at times.
