Street always flooded after heavy rainfall

I've lived here over 20 years . And after a heavy rainfall this is what happens. It's not as bad as it normally is , as pavements are usually immersed in water . Sometimes tenants need to go out the back way across the backs and hope there is a close we cam get through .
