Very dangerous spikey thorny bush on pavement.

This tree has a spikey thorny dangerous bush growing from its base. My child nearly walked into thorns as it is growing right over the pavement. The whole bush must be cut down. It should not be there. Someone will sue the council for damages as it is extremley dangerous. Dogs and people.
