Traffic lights on Station Hill, Winchester, do not detect cyclists

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 3904442.

I was cycling from Winchester Station this morning, and was held up at the traffic lights on Station Hill for about 7 minutes, waiting to get onto City Road. During this time, there were three cycles of the other traffic lights. This section of Station Hill is signposted as being for bikes, buses, and taxis. It seems that if a cyclist is at the front of the queue, the lights don't change (I think what made the lights change eventually was that the taxi stuck behind me changed their position in the road). Often when I'm stuck at this junction, I end up dismounting and walking across because it saves about 5 minutes.
