National Cycle Route 2 - problem with junction at Eastern Avenue

Eastbound on NCR2, the shared footway/cycle path passes along the northern edge of the allotments and comes out at a traffic-light controlled cross roads at the junction of Eastern Avenue and Middle Road. It's not really clear how eastbound cyclists are supposed to proceed here: there's a button mounted on the traffic lights (NW corner of the junction) to activate the lights/pedestrian crossing? Is the intention for cyclists to press this? (Otherwise the traffic appears to stay permanently red). The button is jammed and won't operate, also there's no dropped kerb to enable cyclists to get off the shared-use path and get over to press the button - at present they either have to bounce off the kerb, or do a 90 degree right turn on the footway of Eastern Avenue. Have attached a photo which hopefully makes this clearer!
