Faded double yellow line

There has been some works completed on the road on simpson's road down the side of JD Wetherspoon PLC, but they havent rejoined the double yellow line. Due to this there is a car who continuously parks where the double yellow line is supposed to be, which is right where one of our main fire exits is. it also affects our deliveries arriving as our big lorries struggle to turn into our loading pay when he is parked there. issue has been present for about 6 months however the parking has been constant for about 2 months. he has also been recieving parking enforcement tickets but when he appeals them hes getting away with it because the line isnt there anymore. please get this sorted asap as it is affecting our business.
