Dog fouling and overflowing rubbish

Very bad condition outside/rear garden on 8 Marwell walk. Dog fouling all over the garden and we can't go into my garden because of the odor and flies all over. Bins overflowing and rubbish all over the garden. Never seen them take the dog out of the garden for a walk. We can smell weed every evening. Shouting, screaming, and laughing around 1-2 am. Which makes us less sleep. I think it's a council property and why no one can check on a regular basis. Please take immediate action as this is not good for the environment and for people as well.
