Smell and dirty water in back alley of house and blocked street drain

There is stagnate water and running water in the back lane of 21/23 Glenavon Terrace. This has been an issue for some time now! The smell is unbearable and unable to sit or use our back garden due to this. The water is stagnate but also running the length of the lane down towards a blocked drain in the street so stagnating also in this area.
