Gap in shrub bush

Our tenants at this property have called to let us know the gap in the shrubs separating the house from the park has been causing security issues.
Young passers by keep entering the gap and throwing bricks at the cars. They're also gallivanting making noise and smoking. The tenants have had to go outside to shoo people away, which is unacceptable.
We would like to request for a fence to be build if possible.

After calling the council earlier to confirm the works, I spoke with the tenant, and they advised the fence mounted was kicked down shortly after.
Please advise if a full fence can be put up along the length of the pavement to prevent this from happening again.
