Fly tipping which has been there for YEARS!

This fly tipped rubbish is on Mansfield street Leicester, near to the rear entrance to Iceland supermarket. If this is not on council owned highway/property then LCC need to find out who is responsible. This is an environmental health issue as it attracts rats and further fly tipping.
