Speed limit signs unapproved and missing.

Sent to Norfolk County Council less than a minute later. FixMyStreet ref: 3834307.

Bexwell Road, Downham Market. From A10, heading toward Downham Market town centre, (just before the school).

The 30MPH speed limit sign has been removed and replaced with a non-highways version which has something of an home-made look about it. The NSL sign which is supposed to be on its reverse is absent.

The attached photo is from Streetview (2018) because it is unsafe to stop in order to obtain a photo of the object I am describing.

30MPH speed limit is currently unenforceable as a result of this situation.

    New Status: We are investigating the problem - Defects are investigated by local teams as soon as possible and, if action is required, prioritised for repair taking into account the defect size, location and usage of the road or path in question.

    Your enquiry ENQ-587284-K4C7M6 received on 21/09/2022 12:41:30 regarding Highways Maintenance: Road Signs & Posts has been updated.

    New Status: No action has been taken at this time but we will continue to monitor the problem -We have assessed that the defect does not currently meet our intervention criteria. We will continue to monitor as part of normal scheduled inspections.

    Any additional comments the Highways Officer has made relating to this enquiry will be displayed below: site inspected and defects sent to ncc site manager for s278 works for remedials

  • 27 09 22. To NCC:

    Dear Sir/Madam

    I received the (above reply) as a response to my report of an unapproved, and therefore illegal speed limit sign, (part of which is also missing).

    The content of the reply is contradictory:

    "No action has been taken at this time but we will continue to monitor the problem -We have assessed that the defect does not currently meet our intervention criteria"

    And

    "site inspected and defects sent to ncc site manager for s278 works for remedials" (sic)

    Please could you confirm your intended course of action, specifically, are you going to install a speed limit sign that complies with the legally required standards or are you going to take ‘no further action’ over this defect.

  • 29 09 22 From NCC clarifying the apparent contradiction:

    Thank you for your recent enquiry reference number ENQ-588556-T3J7T6, details of which are summarised below together with our response.

    Highways FAQs (Follow Up/Chasing Contact) : The defect I reported has been closed and I am not sure about/or disagree with the action that's been taken.

    Thank you for your enquiry. The area in question has been widened as part of associated works paid for and done by contractors for the Mcdonalds development under a section 278 agreement. They have installed the incorrect/missing sign. I have passed this issue (along with other remedial works noted) to the NCC officer in charge of managing the agreement to get the contractor to make correct. The 'no action' comes from a no defect that will be programmed for works for our routine maintenance team, hence the explanation in the notes you received. Regards Mark.
