Parking on grass verges/yellow lines

Opposite House Nos 4, 6 & 8 on St Georges Road Wallingford is a grass verge in between the road and the footpath adjacent to a hedgerow. There are double yellow lines on the road, to prevent cars parking there but those of us opposite this verge are getting tired of cars parking on the verge to go and play football, bowls or walk the dog around the Bullcroft park. There is parking space beyond this verge and ample available space in the public carpark only metres away. The stretch of verge gets jammed with cars especially in football season even to the extent of them obstructing the adjoining road & footpath. Could something/anything be done to address this problem?
