Vehicle parking over pavement

The vehicle is parked on the drive of 77 Bath Street, and has been for around three weeks so it is likely to be there permanently. The vehicle is too large for the driveway so the back of it is on the pavement, at least over a metre or more. There is also a bike rack at the back of the vehicle which further makes it stuck out and thus makes it difficult for pedestrians to walk along the street at that point. It is obstructing the footpath.
