Cars parking on double yellows and footpaths

This is an ongoing issue it happens at any time of the day but mainly in the evening & at night. Some of the vehicles belong to customers of local businesses some to the owners and staff at the businesses and others from the flats above the shops/restaurant. This happens down Kings Road and on the Pedestrian walkway at the front of the shops. There are double yellow lines and restricted parking but nothing puts hem off. I have complained about this many times in the oast but nothing gets done.
