Restaurant A-boards and pub signs obstructing pavement

We walked down South street at about 8.30 this morning and had to move a chair in order to help my aged relative down the pavement. There were two A-board signs advertising breakfasts at JJ's and also a table and two chairs which suggested possible unauthorised use of the pavement for customers. On returning up the street after our walk, the signs formed a chicane and made it almost impossible to walk safely without going into the road. The adjoining Bluebell pub also has A-boards obstructing the pavement.
