Dumping of hay bales

Sent to Hampshire County Council and Hart District Council less than a minute later. FixMyStreet ref: 3780830.

A person who has livestock at the back of the flats is using the ground in front of the flats as their place for storing their hay. The hay stays here till it’s gone then they get another delivery. The impact this is having is when it rains and it gets separated it blocking the drains at the footpath and it floods the area. Also the grass can not be cut as this will be in the way. Although they have taken over the land at the back and pulled out the stumps in the ground in front of the flats so they can get their vehicle on to the grass to deposit the hay it’s a big eyesore is there anything that can be done for them to stop dumping these hay bales and the debris it leaves.
