Industrial bins blocking pavement

On Melrose Avenue, next to Ayur Court, multiple industrial size bins have been moved from their dedicated plot onto the pavement. I witnessed council workers leaving the bins here this morning, instead of putting them back into their intended plot. The pavement has been rendered inacessible to pushchairs or those using wheelchairs. I have previously requested that the council secure these bins to improve safety and prevent pedestrian ways from being blocked. Requests have never been acknowledged.
