Broken manhole by outreach

Outreach damaged this manhole on August 1st, promised to fix it by august 12th, now they say it’ll be September 14th. This is on a cycle track and is causing real problems as both properties have to reverse out onto the main road whilst missing pedestrians, mobility scooters and cycles. Moreover I cannot gain access to my property due to the position of the barriers for my Motorhome which needs maintenance work prior to a holiday on September 5th Outreach are uncooperative despite calling on many occasions What are my rights to gaining access to my property because the alternative is me parking the Motorhome on the road outside which would block one carriageway Any assistance would be appreciated
