This block of flats consistently leaves out bags overnight, where the food waste has not been double bagged or where the black bags have not been tied up. Seagulls scatter the waste Both, this morning, as the photo shows. Please might you contact the flat owners to remind them of their duties regarding waste? There are 6 flats.
