Laurel bush growing on council owned land

Laurel bush in Canon Drive, Barnack is overgrown and is starting to encroach on the pavement making it difficult for buggies and wheelchairs to pass. The laurel bush is growing on Council owned land. My property is adjacent to the land in question. The bush needs to be trimmed.
