Pavements blocked by dustbins and flower displays

Sent to Cherwell District Council 4 minutes later. FixMyStreet ref: 375918.

There is a nice wide pavement at this point, outside the library and Council Highways Office. There are huge flower tubs which are ok at the wider end, but at the narrow end of the section the tubs take up a significant amount of pavement. Then the dustbins from the council offices are left out on a Friday, ready for collection on Monday - ie all weekend - and not put away until Tuesday. They could easily be put in a slightly wider part of the pavement (eg the other side of the bench that is there, where there is a motorbike parked in the picture), but instead are put at the narrowest point, which is also where the huge flower tub takes up space. PLEASE could the dustbins not be left at that position, and/or could the flower tub be moved? Thank you.
