Really spiky bush over hanging path

Big spiked bush encroaching the footpath, unable to pass other pedestrians without having to wait for them to pass. Same situation when dog walkers going to disposal waste bag bin. This just happens to be a footpath that school children and parents, of all school age, because multiple schools in this area.
