Blocking access for a disabled lady

I have a neighbour who parks in the cul-de-sac for Hollin Gate, but she lives on Northwell Gate, and I've asked politely if she could move her car on Northwell Gate where she lives, and she won't!! She parks across the kissing gates, blocking access for other pedestrians to get by, including wheel chair users!! Her ex-partner is also blocking access for other neighbours in the cul-de-sac on Hollin Gate! This has been going on for quite sometime, and I've had enough of asking now!!
