Concrete breeze block fixed to road with no signage.

Breeze block at junction,presumably to separate road/cycle lane but the pole which should be in it to make it visible to drivers has been cut/broken off. It is not noticeable and I hit it with my car, puncturing both tyres on left of car then a van behind me hit it and punctured one tyre.
