Dead plant placed in street

These plants in front of 2 Linhope have been left to die on the pavement and recently caught fire - I have confirmed with the flats and the landlord that they do not have permission to be there. A child cut themself on the broken metal pot. Wheelchairs cannot get down the pavement because of them. Please remove.
