White van parking in front of bottle bank on a regular basis denying access

Sent to Leeds City Council less than a minute later. FixMyStreet ref: 3730302.

Van regularly parks half on pavement/ road making it impossible to access bottle bank. OK if you only have a couple of items, but if you have a couple of boxes full then very awkward, especially in bad weather. Most inconsiderate. Also how can the skips be emptied? Needs looking into.
