Dangerous drain

I have lost track of the number of times I have reported this drain. It was fixed a few days ago after my last report but almost immediately was upturned again by a delivery van. This morning a member of the public has damaged his car on it. Can it please be bolted shut to stop this happening. It is a genuine hazard.
